Steven A. Roseman is the founder and managing partner of Roseman Law, APC, a full-service real estate and business law firm specializing is Real Estate, Business and Common Interest Developments with offices throughout California.

Mr. Roseman has more than 28 years of experience in representing common interest developments, including homeowners’ associations and co-operatives in a variety of legal matters.  He serves as general corporate counsel, dealing with both transactional and litigation matters. Mr. Roseman has significant trial experience, trying more than twenty-six jury trials, bench trials and arbitration proceedings on behalf of his clients, and attended countless meditations.

Mr. Roseman has unique real estate and business experience.  In addition to representing common interest developments and property owners in all facets of real estate matters, he also has substantial knowledge in dealing with local governments, including City, County, Coastal Commission, and State agencies on behalf of his clients. He has also served as a commissioner on the Planning Commission and chaired the Historic Preservation Commission for the City of Calabasas.  Mr. Roseman has lectured extensively in this, and other areas of the law, both locally and at a National level. He is actively involved in legislative action at a State Level, addressing issues that directly impact common interest developments.

Mr. Roseman also handles diverse real estate matters, ranging from easement issues and eminent domain disputes, and has drafted and negotiated all forms of transactional documents, including construction agreements, loan documents, finance legal opinions, and governing document restatements  In addition, Mr. Roseman has structured numerous business and real estate deals, including acquisitions, corporate entity formation documents, buy-sell/shareholders agreements, operating agreements, and other corporate and related documents.

Mr. Roseman is actively involved in numerous leadership organizations. He is a member of the California and Nevada State Bars and is an active member of the two most prominent trade groups in the common interest development arena—California Association of Community Managers (CACM) and the Community Associations Institute (CAI). Mr. Roseman serves on the faculty of CACM and lectures extensively all over California teaching CACM‘s C-CAM manager certification which includes the large-scale management certification, and high-rise management certification. For CAI, Mr. Roseman has served on the Board and the Past President for CAI Channel Islands.  In addition, he has served as the chair of the Mediation Steering Committee for CAI Greater Los Angeles.  He also serves as the co-chair for membership committee for CAI Coachella Valley chapter.  His involvement in the legislative action committee for CAI as a delegate for CAI’s California Legislative Action Committee (CLAC) earned him Emeritus status for CLAC.

Mr. Roseman has received “Speaker of the Year” Awards from various organizations. In 2016, Mr. Roseman was the recipient of the “William S. Dunlevy” Award for his article published in the CAI Channels of Communication, and the 2013 “Speaker of the Award” by the CAI-Channel Islands Chapter. Mr. Roseman has been nominated consecutively since 2014 to present as “Speaker of the Year” by the CAI-Orange County Chapter and in 2016 was selected as “Speaker of the Year” by CAI-National submitted by the Greater Los Angeles Chapter.  He also spoke at a national level at the ClioCon conference in Nashville, Tennessee, with approximately 5000 attendees, educating law firms on “growth management” and transitioning businesses, both technologically and culturally to the new world of virtual and hybrid working environments.

Mr. Roseman has been selected each year since 2015 as a California “Super Lawyer”.  Super Lawyer is a rating for outstanding lawyers, selected by their peers for professional achievement, and less than 5% of attorneys achieve this recognition.

Mr. Roseman served on the Board of Directors of the Juvenile Diabetes Research Foundation (JDRF), an organization striving to find a cure for children and adults suffering from Type 1 diabetes.   In addition to other sports activities, Mr. Roseman is an avid runner, tennis player, and “Tough Mudder” competitor.  He has completed a number of half-marathon races and participated in the annual “Mudd Run” at Camp Pendleton together with the marines and other members of Roseman Law, APC, benefitting the Armed Forces Services and Wounded Warrior Project.

Jacqueline Pagano

Jacqueline Pagano, Esq.

Jacqueline Pagano is a community association attorney with litigation, appellate, and transactional experience.  She has over a decade of experience representing community associations, developers, and property owners within common interest developments and extensive knowledge of the issues impacting community associations.

As corporate counsel to residential and commercial community associations, Ms. Pagano regularly advises boards of directors on compliance with current laws, assessment collections, interpretation and enforcement of governing documents, negotiating and drafting contracts, licenses and easements, and drafting amendments and restatements of governing documents.  She also represents her community association clients in alternative dispute resolution proceedings, trials, and appeals.

Ms. Pagano received her Juris Doctor from University of Southern California, Gould School of Law in 2009, where she received an academic merit scholarship.  She received her B.A. from University of Southern California in 2006 and graduated Cum Laude.  She has been a member of the California Bar since 2009 and is licensed to practice before all of the courts in the State of California.

Ms. Pagano is an active member of Community Association Institute (CAI) where she has served on the Publications Committee for the Orange County Chapter since 2016.  In 2017, Ms. Pagano was nominated as Rising Star by the Orange County Chapter of CAI.  She has authored a number of articles pertaining to common interest development law and is a frequent contributor to OC View.  Ms. Pagano is also a member of the California Association of Community Managers (CACM), the Solo/Small Firm and Real Estate Sections of the Orange County Bar Association and is active in various USC Alumni Associations.

Patrick Malone

Patrick M. Malone is a partner with Roseman Law, APC. Prior to joining the team, Mr. Malone accrued significant civil litigation experience, specifically with general liability and construction matters. In addition to that experience, Mr. Malone has litigated within a variety of other legal specialties, including but not limited to family law, probate, real property, employment and civil rights disputes. He is particularly well versed in motion practice of all relevant types and has successfully argued many dispositive, or otherwise highly contentious motions on behalf of both individual and entities, plaintiff and defendant clients.

Mr. Malone graduated with honors from Antioch University with a degree in Liberal Studies and cum laude from the University of West Los Angeles, where he obtained is Juris Doctor, finishing at the top of class. While in law school, Mr. Malone earned a spot on the Dean’s List each semester of his attendance in addition to a Witkin Award for academic excellence in Constitutional Law and participated in the Moot Court Honors Program.

Mr. Malone is married with three young children. He spends the majority of his personal time with his family but always makes time to read and stay as informed as possible with current events.

Sophie Haimof

Sophie Haimof is a senior attorney with the law firm of Roseman Law, APC.

At Roseman Law, Ms. Haimof’s main work has been with the firm’s HOA, Real Estate and Business departments.  As corporate counsel to residential community associations, Ms. Haimof advises volunteer board members on compliance with applicable law, interpretation, and enforcement of governing documents, negotiating, and drafting contracts, licenses, and easements, and drafting amendments and restatements of governing documents.  As corporate counsel to business clients and real estate development companies, she works closely with her clients to understand their legal and business objectives and uses those objectives to provide practical advice on issues regarding enforcement of contracts, contract negotiation, risk assessment and avoidance.

Ms. Haimof believes that the success of her client is also her success.  One of her favorite success stories as a member of Team Roseman is she was able to successfully assist in reaching an agreement with the developer of a large project in a mixed association that was slated to cause many logistical, public health and safety problems for the members of the association.  In order to do so, Ms. Haimof spent many months working closely with the Board and appeared at several planning commission hearings.

Ms. Haimof is an active member of the Community Associations Institute (CAI) and serves on the Programs Committee of the Greater Los Angeles Chapter of CAI.  She earned her Juris Doctor from Loyola Law School, Los Angeles, where she was selected as a Scholarship Recipient.  Ms. Haimof earned her Bachelor of Science in Business Administration, with a concentration in Business Law and a minor in Management at California State University, Northridge, where she received the Department of Business Law Outstanding Scholastic Achievement Award and was on the Dean’s Honors List in recognition of her academic achievements. Ms. Haimof combines her knowledge of the law with her backgrounds in real estate, business, and management to successfully advance her client’s interests.

As a law student, she was appointed to be a Loyola Ambassador and served to facilitate communication among faculty, administration, alumni, and students as an elected member of the Student Bar Association.

Prior to joining our team, Ms. Haimof worked for a boutique law firm where she developed and drafted estate plans and advised clients on protection of their assets, including retirement plans, life insurance policies, business interests and real property. In addition, she represented clients in general civil litigation matters, including personal injury and premises liability claims. She has experience negotiating claims with insurance carriers and drafting various pleadings in connection with general civil litigation matters.

Prior to practicing law, Ms. Haimof gained experience in real estate while working at a commercial real estate firm. She currently holds a real estate salesperson license.

Michael D. Poole

Michael D. Poole is a senior attorney with Roseman Law, APC. Prior to joining the team, Mr. Poole first gained civil litigation experience involving consumer protection, partnership disputes, labor, personal injury, and intellectual property matters. Long maintaining an interest in civil liberties and constitutional law, Mr. Poole also expanded his legal knowledge and skillset through the incorporation of criminal defense into his practice. Through regular and intensive criminal court appearances in both state and federal court, Mr. Poole acquired additional legal experience and skills, particularly with respect to oral arguments and negotiation. Subsequently, using this broad legal foundation, Mr. Poole decided to focus his practice of law on homeowners associations and other common interest developments, where he is experienced with corporate counsel, association specific litigation, and assessment collection.

Mr. Poole graduated cum laude from the University of Southern California in 2008. He earned a Bachelor of Science in Business Administration from the Marshall School of Business where he was on the Dean’s List each semester. Mr. Poole continued at the University of Southern California, attending the Gould School of Law. A member of the Hale Moot Court Honors Program, he earned his Juris Doctor in 2011 and has been a member in good standing of the California State Bar since 2011.

When not representing his clients, Mr. Poole enjoys spending time with his family, playing basketball, and cooking.

Karina Babikian

Karina Babikian is an attorney with the law firm of Roseman Law, APC.

Prior to joining our firm, Ms. Babikian worked at a boutique law firm practicing real estate and business law. She has gained experience in all areas of real estate law – including transactional and litigation matters. She provided general counsel services for business and corporate clients as well as advising on transactional, regulatory, and insurance matters. Ms. Babikian also has experience representing common interest developments throughout Southern California.

Ms. Babikian earned her Bachelor of Arts in English, with a minor in Politics, from La Sierra University where she was on the Dean’s List in recognition of her academic achievements. She earned her Juris Doctor from Chapman University School of Law where she was a member of the Public Interest Law Foundation and received a Commitment to Service Award for Pro Bono Legal Work in Government Service.

Andrew M. Jun, Esq. is an associate attorney at Roseman Law, APC, specializing in the firm’s Common Interest Development department.

As corporate counsel to residential and commercial community associations, Mr. Jun provides guidance to boards of directors in the interpretation and enforcement of governing documents, drafting amendments and restatements of governing documents, contract review and negotiation.

Mr. Jun graduated cum laude from the University of Southern California, majoring in business administration with a concentration in finance and law. Thereafter, Mr. Jun obtained his Juris Doctorate from Chapman University’s Dale E. Fowler School of Law, where he participated in the school’s business law program, successfully acquiring the program’s Business Law Emphasis Certificate. During his time in law school, Mr. Jun clerked for the Honorable Catherine E. Bauer of the Central District of California, gaining invaluable knowledge and experience in bankruptcy and federal court procedures.

After graduation, Mr. Jun worked at a firm that exclusively represented homeowners associations throughout California, serving as general counsel to the same and spearheading the firm’s assessment collections department. Mr. Jun went on to work for a corporate litigation firm, where he handled a myriad of complex business and securities disputes and transactions, including SEC compliance and violations, entity organization, business disputes, real estate matters, and municipal litigation.

Mr. Jun notes that Roseman Law provides him with the opportunity to combine and further excel in his specialized areas of practice as the firm serves as a full-service law firm in corporate, business, real estate, and HOA matters. More importantly, Mr. Jun appreciates the familial culture that the firm cultivates, making his job feel like anything but “work.”

During his spare time, Mr. Jun enjoys hiking, playing and watching basketball, traveling, and frequenting the gym. Mr. Jun also loves spending time with his senior maltipoo, Coco.

Andy Tchapkhanian

Prior to joining our firm, Mr. Tchapkhanian worked in general civil litigation and represented clients in a broad variety of civil litigation matters, including personal injury, premises liability, workers’ compensation, employment, product liability, and lemon law. In addition, he also represented clients in business immigration and dependency proceedings.
Mr. Tchapkhanian earned his Bachelor of Arts in Political Science, from University of California, Irvine. Thereafter, he obtained his Juris Doctorate from Southwestern Law School. During his time in law school, he clerked for the Major Crimes unit within the Los Angeles District Attorney’s office, where he assisted with the investigation of cold cases.
During his spare time, Mr. Tchapkhanian enjoys writing screenplays, playing with his dogs, and trying new restaurants.

Prior to joining Roseman Law, Mr. Wahlquist worked for Deloitte Tax where he advised and consulted clients in California state tax matters, including tax planning and tax controversy. Mr. Wahlquist also has experience in business entity formation and real estate transactions.

Mr. Wahlquist earned his Bachelor of Arts in Economics from the University of California, Berkeley. Mr. Wahlquist received his Juris Doctor degree from the University of California, Davis.

Rachel Walmsley is an associate attorney with the law firm of Roseman Law, APC.

Prior to joining the firm, Ms. Walmsley practiced at a business law firm where she advised clients on corporate formations, restructurings, and governance, early-stage debt and equity financings, employment matters, and contract negotiations. Before becoming an attorney, Ms. Walmsley worked at a real estate investment firm where she participated in the acquisition and disposition of multifamily, office, retail, and industrial buildings.

Ms. Walmsley received her Juris Doctor degree from the University of San Diego School of Law where she served on the San Diego International Law Review.

Outside of her profession, Ms. Walmsley is an avid runner, snowboarder, and car enthusiast.

William Brockschmidt has a diverse legal background.  Prior to joining Roseman Law, APC, Mr. Brockschmidt was associated with the national law firms of Pillsbury Madison & Sutro and Proskauer Rose, where he represented high net worth individuals and corporate clients in a variety of matters in both state and federal courts, including employment, litigation, entertainment, and product liability matters, in addition to the defense of class action lawsuits.

Mr. Brockschmidt has acted as lead counsel in trials, both jury and court, as well as in arbitrations and administrative proceedings.  He has represented clients in litigation matters arising in a variety of contexts, including disputes concerning breach of contract, nondisclosure, employment and wage and hour laws, intentional interference with contract, fraud, conversion, embezzlement, misappropriation of trade secrets, unfair business practices, intellectual property and trademarks, employment, partnership disputes, and construction defect.

Mr. Brockschmidt is also experienced in handling transactional corporate and real estate matters, for both individuals and developers, as well as acting as general counsel to homeowners associations with respect to all facets of their day to day operations, including the interpretation, revision, and enforcement of governing documents, and compliance with the Davis-Stirling Common Interest Development Act.

Mr. Brockschmidt received a B.A. in English, from the University of California, Santa Barbara, in 1993, and received his law degree from Loyola Law School in 1996.  At Loyola, Mr. Brockschmidt was a member and editor of the Law Review, as well as a recipient of the Dean’s Scholarship Award, by virtue of ranking in the top 10% of his law school class.

Nuria Hernandez

Nuria Hernandez is a licensed paralegal and joined Roseman Law, APC in 2018.  At Roseman Law, Ms. Hernandez has primarily worked on general litigation and construction defect matters, performing legal research, as well as assisting in the drafting of a variety of legal documents including, pleadings, discovery, motions, notices, and subpoenas.  In addition, she performs administrative duties such as calendaring hearings and deadlines, organizing case files, and maintaining pleading and discovery indexes.  Ms. Hernandez also serves as the firm’s office manager.

Ms. Hernandez has expressed that she values Roseman Law’s firm culture and principles and the growth and success she has experienced since joining our firm.

Prior to joining Roseman Law, Ms. Hernandez provided legal and administrative support to attorneys at a firm focused on the protection of tenants’ rights against substandard living conditions.

In her free time, she loves catching sunsets and spending time with her family.  Ms. Hernandez graduated from San Diego State University with a Bachelor of Science in Criminal Justice and a minor in Political Science. She obtained her Paralegal Certificate from University of California, Los Angeles, Extension, where she graduated with honors.

Amanda De Vaul

Amanda De Vaul is a licensed paralegal with a background in assessment collections. Amanda has worked with multiple homeowners associations in California and has provided both non-judicial and judicial foreclosure collections services for over a decade.

Prior to joining our team, Amanda supervised and administered the collections department for a law firm that exclusively represented homeowners associations throughout California. Mrs. De Vaul and her team recouped over $5,000,000.00 of debt for their clients. She has also worked in the areas of collections, loan modification and debt settlement.

At Roseman Law, Mrs. De Vaul supports our attorneys with the collection of delinquent assessments and manages our Asset Collection Enforcement Services (ACES) department. During her time at our firm, she has stated that she values the team aspect of the firm and believes working and collaborating as a team provides quality service to its clients and an opportunity to learn from your colleagues.

Outside of the office, Mrs. De Vaul enjoys spending time with her family, traveling, and cooking.

Joia Smith

Paralegal

Joia Smith is a licensed paralegal who joined Roseman Law, APC at the beginning of 2023. Mrs. Smith is currently working closely with our attorneys in the transactional department, and was already a familiar face around the office as she has previously worked with so many of the staff here at Roseman Law over the years.

Prior to joining our team, Mrs. Smith has enjoyed nearly two decades of legal work.  Spending more than 10 years working in Family Law, Mrs. Smith has learned to find solutions where everyone feels heard and satisfied. Homeowners Association Law has been an exciting new adventure where she enjoys the close rapport that can be built between a legal team and the client. Mrs. Smith believes everyone should feel excited to come home to their community, and at Roseman Law creating a safe and happy environment for homeowners is of utmost importance.

In her free time, Mrs. Smith is passionate about animal welfare and is active in many local and country wide programs to assist homeless pets with food, shelter and medical needs.

Julie Ho

Julie Ho

Paralegal

Julie Ho is a licensed paralegal having joined Roseman Law in 2015. Ms. Ho works with our attorneys on transactional and litigation matters. She has assisted with the drafting of a variety of pleadings, including complaints, answers, demurrers, and various motions as well propounding and responding to written Discovery. She has also been responsible for the formation of various types of business entities for our corporate clients, as well as for the preparation and filing of their statements of information, and applications with the IRS for employer identification numbers. In addition, Ms. Ho has been a Notary Public for over eight years. Her attention to detail, paired with her analytical and organizational skills, have proven her to be an exceedingly valuable member of our team.

Before joining our firm, Ms. Ho worked for two years at a boutique law firm focused exclusively on family law matters. Prior to that, she worked at a law office at which she discovered her desire to study to become a paralegal. While continuing to work full time, she attended paralegal school at Pasadena City College, finding that her desire for paralegal study was actually a passion for the law.

In her years here at Roseman Law, Ms. Ho has stated that she loves coming to work because her co-workers have become family.

Natasha Cousins

Natasha Cousins is a paralegal at Roseman Law, APC in the Assessment Collections division.

At Roseman Law, Natasha works with our attorneys on the collection of delinquent assessments for our clients. Prior to joining our team, Natasha worked for two years at a law firm focused on homeowners’ associations, where she provided legal support in transactional matters. Natasha also has a background in client relations and marketing within the wealth management industry. Her goals at Roseman Law, APC include providing exceptional customer service to our clients and developing strong professional relationships.

Natasha graduated from the University of Glasgow with a bachelor’s degree in philosophy and economics. In addition, she obtained her paralegal certificate, with honors, from the University of California, Los Angeles, Extension. Natasha enjoys traveling and reading in her free time, and she is an animal lover.

Christian Soria

Christian Soria is a licensed paralegal with a strong understanding of bankruptcy, collections, mortgage/foreclosure litigation, and evictions. His legal career spans nearly a decade and prior to joining our team, Christian assisted the collection department for another law firm that exclusively represented homeowner’s associations. Christian is able to assist in all facets related to the recovery of homeowner association assessments.

At Roseman Law, Christian supports our attorneys with the collection of delinquent assessments and supporting our Assessment Collection Enforcement Services (ACES) department. During his time at Roseman Law, Christian has stated he values the collegial aspect of the firm and believes working and collaborating as a team provides a quality service to its clients.

Outside of the office, Christian enjoys spending time with his family, trying new recipes, and riding BMX bikes.

Stephanie Antunez is a licensed paralegal with a strong background in civil litigation, family law, collections & bankruptcy.

Prior to joining Roseman Law, Ms. Antunez worked for two years at a law firm focused on civil litigation matters based in Orange County. Stephanie also has a background in the auto finance industry. Her goals at Roseman Law, APC include providing excellent customer service and developing strong professional relationships with our clients and her colleagues.

At Roseman Law, Stephanie supports our attorneys on the collection of delinquent assessments and supports our Assessment Collection Enforcement Services (ACES) department. During her time at our firm, she has stated that she values the team aspect of the firm as well as the friendly family atmosphere.

Outside of the office, Ms. Antunez is also a certified freelance makeup artist. She also enjoys cooking, being outdoors, hiking, going to the gym, traveling and spending time with her family.

Emma Zaboth joins our firm as Regional Marketing Manager for Orange County and Los Angeles County.

Prior to joining our team, she worked as the marketing manager for a Southern California general contractor that specialized in homeowners associations. Her primary responsibility was acting as account manager which entailed coordinating all facets of the project from its inception to the start of construction. In addition, she was responsible for developing and marketing new business and maintaining client relationships.

In addition, Emma has a background in marketing in the real estate industry. She was responsible for hosting events and coordinating broker previews with an emphasis on customer relations. Previously she worked in the insurance industry as a complaints specialist.

In her previous marketing careers, she was responsible for developing new relationships, maintaining current relationships, setting up events, and coordinating trade shows.  She served as a committee member of the Young Professionals Real Estate networking group where she focused on assisting the real estate industry. She prides herself on providing the ability to help customers in a professional manner and always working towards the goal of customer satisfaction.

Emma is a member of the Community Associations Institute (CAI). She is currently serving as a volunteer on the Orange County chapter’s Membership Committee.

In addition, Emma loves experiencing new places and cultures. She has spent several years traveling solo in Australia and Asia. She also has a huge passion for fitness.

Prior to joining our team, Amanda supervised and administered the collections department for a law firm that exclusively represented homeowners associations throughout California. Mrs. De Vaul and her team recouped over $5,000,000.00 of debt for their clients. She has also worked in the areas of collections, loan modification and debt settlement.

At Roseman Law, Mrs. De Vaul supports our attorneys with the collection of delinquent assessments and manages our Asset Collection Enforcement Services (ACES) department. During her time at our firm, she has stated that she values the team aspect of the firm and believes working and collaborating as a team provides quality service to its clients and an opportunity to learn from your colleagues.

Outside of the office, Mrs. De Vaul enjoys spending time with her family, traveling, and cooking.

Tatiana Jae joined Roseman Law, APC in 2021 and serves as Business Development and Social Media Content Creator. Ms. Jae oversees marketing for our firm in multiple regions including Los Angeles, Ventura County, Coachella Valley, and Northern California. As Business Development, Tatiana is responsible for building and maintaining meaningful relationships with prospective and current clients, coordinating and hosting educational and networking events, and serving as a client relations liaison for the regions she represents. As our Social Media Content Creator, Ms. Jae is responsible for creating digital marketing content across Facebook, Instagram, and LinkedIn platforms. As a compelling digital storyteller, Tatiana Jae artfully illuminates our firm’s services, accomplishments, events, and community service, accentuating our dedication to both excellence and social responsibility. She enjoys her role at Roseman Law because of her love of connecting with other people and the positive work environment the firm encapsulates.

Tatiana is a member of the Community Associations Institute (CAI) and belongs to the Channel Islands, Greater Los Angeles, and Coachella Valley chapters. She currently serves as the Chair for the Social Media Committee for CAI-Channel Islands and CAI-Greater Los Angeles Chapters. Additionally, she is a volunteer on the Outreach Committee for the CAI-Greater Los Angeles Chapter and a volunteer on both the Corks for CLAC Committee and Oktoberfest Committee for the CAI-Coachella Valley Chapter.

Prior to joining our team, Ms. Jae graduated Magna Cum Laude from Loyola Marymount University in May of 2020 with a bachelor’s degree in communication studies. In Ms. Jae’s free time, she loves to DJ electronic dance music, work out, and spend time with family and friends.
